Displaced clavicle question!?

Fell over on a surf machine and displaced my clavicle. It is now about an inch higher, but the doctor didnt say anything about a fracture. I don't understand whats keeping it that 1 inch higher up and with exercise will it return to its normal position? Thanks for answers in advance.
