Some kid at my school made a 'Jacob's Ladder' circuit (look it up, it's kind of entertaining). He has this circuit running off a standard 120 VAC wall socket. However, in his schematics, he claims he has upped the voltage to 10,000 volts, running at 23,000 amps. Is that possible? Do you think he means milliamps? Because as far as I know, if you're going to up the voltage in a circuit, that can only be done at the cost of amperage.
